The European Service for External Action: 'The Cage looking for a Bird'

Abstract

One of the main innovations of the Constitutional Treaty, signed in Rome on 29 October 2004, was the creation of a European External Action Service - SEAE2 - under the Union's Minister for Foreign Affairs, whose creation also represents a major qualitative leap in the aforementioned text. These entities correspond, moreover, to some of the recommendations made by Working Group VII of the Convention, which dealt precisely with the "External Action of the Union". At the beginning of the "conventional" discussions about the future of Europe, it was clear that it was necessary to reflect on the external dimension of the Union and its role in the international system.

Uma das principais inovações do Tratado Constitucional, assinada em Roma no passado dia 29 de Outubro de 2004, foi a criação de um Serviço Europeu para a Acão Externa — SEAE2 — na dependência do Ministro dos Negócios Estrangeiros da União, cuja criação representa também um grande salto qualitativo no supracitado texto. Estas entidades correspondem, de resto, a algumas das recomendações formuladas pelo Grupo de Trabalho VII da Convenção, que tratou precisamente a "Acão Externa da União". Aquando do início das discussões dos "convencionais" sobre o futuro da Europa, ficou claro que era necessário refletir sobre a dimensão externa da União e sobre o seu papel no sistema internacional.
