Nikonov's (2004) statement, "Russia is too big and too Russian", about its place in Europe, illustrates the sui generis role of the Russian Federation in the recomposition of the European international system. The 1990s were a transitory decade in which international security issues were renewed, particularly in Europe. One of the main challenges was the reapprochement of former Cold War enemies.

A afirmação de Nikonov (2004), “Russia is too big and too Russian”, acerca do seu lugar na Europa, ilustra o papel sui generis da Federação Russa na recomposição do sistema internacional europeu. Os anos 90 foram uma década transitória em que as questões de segurança internacional se colocaram de uma forma renovada, nomeadamente na Europa. Um dos principais desafios foi a aproximação entre antigos inimigos da Guerra Fria.
