The Global Compact and Portugal

Abstract

The sometimes anarchic circumstance of international life calls for a reinvention of governance, a concept that began to circulate in the 1980s. At its heart is a call for a convergent action by the internal political forces in regime pacts, the search for the definition of an intergovernmental space especially marked by the reformulated competencies of the Security Council, the contractual governance of the common interests of Humanity, and of the cosmopolitan and transnational society that is framing all peoples and cultures.

Resumo

A circunstância, por vezes anárquica, da vida internacional exige uma reinvenção da governança, conceito que começou a circular pela década de oitenta do século passado. No fundo é um apelo a uma ação convergente das forças políticas internas em pactos de regime, à busca da definição de um espaço intergovernamental especialmente marcado pelas competências reformuladas do Conselho de Segurança, à governação contratualizada dos interesses comuns da Humanidade, e da sociedade cosmopolita e transnacional que vai enquadrando todos os povos e culturas.
