The 'Adjustment' and Impacts, Consequences and Resulting Changes - Portuguese Foreign Relations

Abstract

The international financial crisis of 2007-2008, creating ground for the ensuing sovereign debt crisis, had a strong impact on the country, its GDP, unemployment and public debt. After three years of the Portuguese government's request for financial assistance from the IMF, the ECB and the European Commission (aka troika), it is important to understand whether this austerity intervention, with a focus on public finances, financial stabilization and competitiveness, has caused significant changes in the Portuguese foreign policy, particularly in the economic field. To this end, we will analyze: the most recent government programs and the new "economic diplomacy", the documents agreed between the Portuguese State and international institutions, relevant macroeconomic variables, and other documentation, speeches and news. We are particularly interested in understanding whether the weight of the partners (particularly bilateral trade relations) has changed significantly and pointing out possible clues (sources, impulses) to such changes, but also if Portugal has focused in this period on countries with which relations were already strong as a support for the exit from the economic crisis, or if new and unexpected partners were effectively sought, trying to attest if the Portuguese external relations were significantly affected by the troika intervention, paying attention to possible changes in priorities and objectives of the Portuguese State. 

Resumo

A crise finaceira internacional de 2007-2008, criando terreno para a crise das dívidas soberanas que se seguiram, tiveram forte impacto no país, no seu PIB, desemprego e dívida pública. Ao cabo de três anos do pedido de assistência financeira do governo português ao FMI, BCE e Comissão Eurpeia (vulgo troika), interessa compreender se esta intervenção austeritária, com âmbito nas finanças públicas, estabillização financeira e competitividade, provocou alterações assinaláveis na política externa portuguesa, em particular no âmbito económico. Para tal, analisaremos: os programas dos governos mais recentes e a nova "diplomacia económica", os documentos acordados entre o Estado português e as instituições internacionais, variáveis macroeconómicas relevantes, e demais documentação, discursos e notícias. Interessa-nos, em particular, compreender se o peso dos parceiros (relações bilaterais estrurais nomeadamente comerciais) se alterou significativamente e apontar possíveis pistas (fontes, impulsos) para tais alterações, mas também se Portugal se terá centrado, neste período, em países com os quais as relações já eram fortes como suporte para a saída da crise económica, ou se procurou efetivamente parceiros novos e inesperados, tentando atestar se as relações externas portuguesas foram afetadas significativamente pela intervenção da troika, atentando a possíveis alterações de prioridades e objetivos do Estado português.
